Authorised Economic Operator (FEA-operator) and a partner of his/her client on a transaction conclude the international contract on buying and delivering products and a similar contract which reflects all terms of the contract is concluded between the client and the Authorised Economic Operator (FEA- operator). This internal contract fully duplicates all the conditions of the contract and restricts the activities of the Authorised Economic Operator (FEA-operator) and gives possibilities to the client to manage the implementation and execution of their deal delegating all responsibilities and risks to the operator.
The customer charges (transfers) to Authorised Economic Operator (FEA-operator) the following functions:
- to find Manufacturers or Suppliers of necessary products and find out purchase conditions. To conduct the similar work in searching a Buyer if we speak about export;
- to draw up and conclude an international contract.
- to formalize and receive necessary approvals and permits on import or export goods
- as a formal contract holder to buy the goods from a specific Seller and instead of a client to act as a technical importer-recipient or the exporter in Russia or abroad.
- to receive products and to carry out delivery, to pay all necessary duties and taxes and to formalize the relevant documents and reports on transaction. I.e. to carry out all obligations to participants of the transaction and to state authorities.
- to provide all reporting and copies of the transaction documents, on payments, customs and taxes before the state control-supervising and fiscal authorities.
While Authorised Economic Operator (FEA-operator) carries out the contract between him and the client, he/she together with the functions similar to FEA-agents, assume all responsibilities on conducting FEA, make payments in foreign and Russian currency, pay duties, taxes and submit all types of the reporting on his own behalf. When he replaces the client in FEA-contract, it takes up all risks, problems and responsibilities to participants of the transaction as well as to customs, tax, currency and other control-supervising authorities of their countries.
